“What if you are not a current customer of AT& T? Does the AT& T service work worldwide?”

The company I work for had Verizon as a provider. The president of the company traveled the world from Maine to Malaysia and China. He couldn't connect from China with Verizon and subsequently when the Verizon contract ended he switched to AT&T and can communicate from anywhere he travels.
