“What is the difference between a WIFI Ipad and an Unlocked one? I am not sure what Unlocked means and why you would need it.”

A WiFi model does not support Data and will need WiFi to do most task. If unlocked you will be able to switch carriers and have 4GLTE (Not Available Everywhere) and you will be able to do task without WiFi. According to Apple the Unlock Cellular+WiFi is recommended for most users.

A WiFi model can only connect to the internet via WiFi. An unlocked model can connect via WiFi or cellular connection. However, for a cellular connection you would need to have a plan.
