YES! Without the cellular, the iPad does not have the GPS chip and does NOT know your location. You DON’T need to ever active the cellular data to use the GPS chip, thus all apps like Google Maps and Zillow, etc, will pinpoint your location ONLY with the cellular models. When traveling, just tether the ipad off your phone.
