Yes, I purchased mine with the intent of only using it for WIFI and it works fine. Additionally, if you have an IPhone, you can use the hotspot on the phone to connect your IPAD to the internet, wherever you are.

You would have to pay the full retail price, which is in the buying options. It clearly states that the lower price is with a contract. Read them.
