• The description is for wifi only no cellular feature. Products bought in the US has international warranty.

• Yes, Apple warranty is international. I buy all of my Apple products in the US and use them in Mexico. If I run into any issue I just go to my nearest Apple Store or Authorized Apple Store

• you need to contact apple. You can buy unlocked cellular model.
