Im not sure I understand your question. 
Normally apple offers updates for their products for a 5 year period after being released. 
This iPad will receive updates from now until 5 years from now. 
It does not need to be updated every time an update comes out but it is highly recommended.

Apple items are subject to their upgrades , I have my first iPhone a 4 S and still works but you can’t use it because years ago you can update to newer iOS . But they are as old cars you can always repair it and parts are easily available

Last I read rit was recommended when Apple stops providing full updates to operating system. That why I updated to IPad 6; from IPad 4.

Usually when the operating system stops supporting the latest iPad OS is a sign its time to upgrade. iPad Mini’s I’d estimate 4-6 years.
