No. You either purchase a cellular device which requires a separate line from your provider or a Wi-Fi device that requires internet to search or get information from apps that require internet. iPhone hot spot works well for this.

The iPad comes with WiFi access.  To be able to use social media or email on the tablet, then you must add it to your internet or a Wi-Fi hotspot.
