• yes it does not have to be activated but i would rather it be then you just un-activate it after you bought it.

• No this phone is not unlocked it only belongs to the carrier and it will only work with T-Mobile for the next 24Months after you finish your installments then you. An try to request to unlock it but then it’s not guaranteed that they will unlock your device.
