Best Buy doesn’t sell this phone unlocked. You can purchase it from them as a One-Time payment however it has to be attached to either a AT&T, Sprint, or Verizon account. (PrePaid or pay as you go accounts don’t qualify) If you don’t have one of those carriers then you cannot buy the phone from them at this moment. The only unlocked phone that they sell is the iPhone SE2.

Only way to get a unlocked phone right now is to buy from direct and pay full price. That is just the way it is and has been this way for years. They all offer big discounts but they lock you in for 2-3 years. If you want a unlocked phone, expect to pay full price and about the only way to get one is from Apple.
