“I'm hoping to by an unlocked iPhone 13 Pro Max that doesn't need to be activated by a carrier at the time of purchase. Is this possible? Thank you for your help.”

Best Buy (and I guess other third-party) purchased phones are initially unlocked, but they get locked to the first carrier they get activated on! Once locked to the carrier, no one will assume the responsibility to unlock the device in the future! Truly unlocked iPhones are only sold by Apple! Carriers will sell a locked phone to their service but they could unlock it once the phone is paid off. Best Buy will not unlock any phones (even fully paid) that they sold and no one will unlock their phones! I learned this the hard way! Hope this helps.
