Unfortunately, the only way to purchase an unlocked iPhone in a new state is by purchasing the device from Apple directly. Best Buy nor any third party retailer has authorization to sell new iPhones in an unlocked state, you will have to purchase the device through a supported network carrier.

Depends on which version you get. The Verizon comes locked, but they will unlock it after 120 days.
