Yes, after you make that full payment and have the phone unlocked from AT&T. On the Mexican carriers as far as I know Telcel and AT&T are the ones that offer e-sim in Mexico at the moment.

You will need to contact your cell company for an unlock code but yes.  As long as the phone is completely paid for you can use it as you wish.

Yes depending on the carrier, if you paid in full with AT&T you can unlock the device using there unlock portal, if paid in full with Verizon you need to wait 60 days until the phone Auto Unlocks, if T mobile you just need to call customer service to request an unlock. Verizon is the only carrier that makes you wait the other 2 only take up to one day for the device to be unlocked, this all based off of you paying the device in full and not financing through the carrier
