Yes, after you make that full payment and have the phone unlocked from AT&T. On the Mexican carriers as far as I know Telcel and AT&T are the ones that offer e-sim in Mexico at the moment.

Please try again later.Yes depending on the carrier, if you paid in full with AT&T you can unlock the device using there unlock portal, if paid in full with Verizon you need to wait 60 days until the phone Auto Unlocks, if T mobile you just need to call customer service to request an unlock. Verizon is the only carrier that makes you wait the other 2 only take up to one day for the device to be unlocked, this all based off of you paying the device in full and not financing through the carrier
