This means that you can use it with any carrier that you choose. Verizon does sell locked iPhones, but only to customers who are financing the phone through Verizon. If you pay for the phone in full, Verizon is required to unlock it for you. Once your phone is unlocked, you can simply insert a SIM card from another compatible carrier and start using your phone on that network. I hope this information is helpful. :)
