Uh, it means the phone can either come tied to one of the major carriers vs if you bought it unlocked (or outright: meaning you could take the phone to any carrier you wanted whenever you wanted.)

That is the more costly option since it gives the person full ownership. Going through the carrier is sort of a discount but also like a leash. If you ever want to use the phone on a different carrier they will make sure you make the remaining balance paid up.
