The only way you can get an unlocked iPhone 15, is by purchasing it directly thru Apple. Otherwise, you’ll have to buy it thru a carrier.

Best Buy does not have unlocked versions of the iPhone 15 series, if you pay in full activated on a carrier in 2 months you can get the device unlocked from the carrier if you call into their customer service

Phones at Best Buy have to be sold locked to Verizon or At&t. Even if you paid in full at time of purchase, you would have to tie it to one of those two accounts for 2-6 months depending on the carrier and account remain in good standing before the carrier would unlock your phone to ALL CARRIERS.
