• Yes it does have hotspot - we haven't tried to use it but it is available.

• Yes, there is a wifi hotspot option in the settings. I have yet to try it though to tell you how it is, but I know it exists.

• Yes, but availability and usage depends on your individual carrier. I use AT&T and can easily turn my iPhone into a mobile hot spot to provide wifi for other devices.
