• You can still purchase the phone but you would have to pay full price for the phone if you do not use one of the plans there.

• You can actually purchase ANY PHONE without any serrvice, but you cannot appreciate its full potentional. Besides, the major carriers have deals and cam splkt the payments monthly.

• Well the phone price depends on your Provider. So you kinda have to pick one at the time of purchase bc they do activate it for you.
