• At least the ones that Best Buy carries will be what is called 'Universal'... It is unlocked to start with, until you put a SIM into it, then it locks it to that carrier. If you buy the phone outright, you can call that carrier and get the unlock codes at any point. If you are paying for it monthly, then you have to pay it off before you can get the unlock codes.

• I think what it saying is you’re locked into the contract with Verizon for two years but the phone is unlocked
