“Why can’t I bring up something to buy this phone outright? When I try it says I have to activate a new line or account? I don’t want to do this, I want to buy it for someone and they have ATT.”

I just purchased mine on December 26th. I did not have to add a line or activate a new account. You may need to go into the store to make the purchase.

You can always place a large down payment on the device at the purchase point to bring you that much closer to buying the phone.
