• Answer your question yes any one person can purchase a cell phone as long as they pay their payments are scheduled payments monthly on the plan and of course another person can pay for the AT&T phone service on their own accord of course. Rison as a solo carrier.

• I would imagine they wouldn’t care who paid the bills as long as they are paid on time.
