Is this the touch bar model null

This is a custom-built model; Best Buy opted to omit the Touch Bar on this build, most likely to offset the cost (not having the Touch Bar saves you around $300). If the Touch Bar is important to you and you wish to purchase from Best Buy you would have to either go up to the 15-inch MacBook Pro model ($2799 MSRP) model to get comparable storage and RAM (this model would feature a significant processor and graphics card update though as well) or go down to the i5/8GB Touch Bar models that Best Buy carries in-store and on-line, in which case, the only difference is the storage (256GB vs. 512GB). All referenced models attached for your convenience. Hope this helps!

I was able to build out the touch bar option at Apple and B&H for the 13" with i7

The I7 13" does not have touch bar avaialble. You will have to go with the I5
