Yes you can! The charger can absolutely be used while having a phone case one, be warned that using a generic phone case while it’s charging will make it harder for the magnet to attach to the phone. It would be best to purchase the specific IPhone Maglock phone case so it can attach easier and make the charger to the phone more powerful.

I use this charger with a phone case on, and it works.
