How high a level of IOS can this mini accept? null

This iPad can only be updated up to IOS 11

Running iOS 12.4.9 as of today, December 2020. I pulled this out of a drawer the other day after years of it sitting in a case. This is as far as apple says it will go due to hardware not being powerful enough to have future updates. This is a 32gb WiFi+ cellular Mini 2.

I buy this iPad mini pre owner and I try to download the last OS and I’m not able to do it what can I do. Because the main thing to buy it is download app for my mother . Model IPADM1-16-GY-WiFi-RF
