Yes, but not for jio in India as jio uses VoLTE, Not only this any mbl bought outside of India doesn't allow... U have to get jio app through share it app and use it I used Samsung s8plus

Any phone is restricted to the type of network you choose to use it on. Some regions only have satellite, others may still have versions of analog.. Check the network you expect to use it on and check the specs of the phone.
