• Yes it is locked. If you purchased though, you can take it in to best buy and they can unlock it and get it set up with whatever carrier you want.

• No they are not, and cannot be unlocked, you can only use it on a post paid contract account... Do not purchase !!!

• u could get it unlock by calling at and t but first the phone should not be on the previews owner named , bestbuy buys the phone but does not change the owner so ur on ur own , same thing happen to me but my problem was solve thanks to at and t not bestbuy.
