• Not sure if you got an answer already, but the watch is connected to the phone via Bluetooth, so if you do not have it within range, you cannot send an SOS signal. You can reference this Apple article about it. https://support.apple.com/en-us/HT206983

• The cell phone is needed unless you have one with cellular as well as GPS.
