“Can i still receive messages without setting up the carrier? I have a watch now without the carrier, and i can still receive messages if my phone isn’t too far. If i decide i don’t want to set up service, can the watch still be used in that aspect? Thx!”

You absolutely can! The cellular part of the watch is for if you don't have your phone around.
