You absolutely can! The cellular part of the watch is for if you don't have your phone around.

Yes you can still setup cellular service when you are ready, gps means you need to carry your phone with watch, the cellular model means you can leave your phone at home and make calls and receive messages without you phone by watch:)

Yes. Still works the same. Cellular service is convenient when your phone isn’t near or would like to keep your phone at home like going for a run or forgetting it when running to the store.
