You can receive all phone notifications to your watch with GPS and Bluetooth as long as your phone is within 30 feet of your watch. If your phone is outside that range you’ll need cellular service. Just depends on your lifestyle and needs

Yes get the cellular to go with it only cost 10 dollars more but it sure is worth it 
And if you happened to leave your phone home like I did you still receive calls I was shocked but it works

As long as you’re within bluetooth range of your phone it works great. I got the SE with cellular but have not activated it because I didn't want to purchase another cellular line right now.
