Can you take in pool to track your steps? null

In the pool, if you open the Workout App, and select the pool swim activity or open water activity it will keep track of your strokes (underhand, back stroke, etc. and your distance. If you are only walking I suppose you could just select the Outdoor Walk activity and then it would count your steps. But you would have to hit the water drop to keep the water out. It only automatically locks it when you select a water activity.

Yes, it can be used while swimming.
