If you choose a watch with built-in phone capability, it has to be on the same carrier as your iPhone. This is stated on Apple's website. If you don't want this feature, there's no need to select a carrier for the watch.
GPS options means that location functions are built into the watch directly. If you don't want to carry your phone with you and want this function on your watch (for example to use maps and directions), purchase an Apple watch with that option.
Note that in-watch phone and GPS capabilities consumer additional battery power and are more expensive.
In my family's usage, we wanted to optimize for battery life and are rarely, if ever, without our phones, so we selected a basic Apple Watch without built-in phone or GPS capabilities.
