Not sure about the exact prices you stated but the lower priced model of this watch doesn’t have built in cellular service and connects to your cell, where as the more expensive model has cellular built in it meaning it functions on its own without connecting to a cell phone

Apple Watch series 4 comes with a Cellular enabled version (if your carrier supports it) that costs more than the "GPS" model that simple connects to your iPhone and will connect to the internet via your iPhone.

The Apple Watch series 4 also comes in two different screen sizes. The 40mm or 44mm. The 44 costs more than the 40.
