As long as your phone and the gps watch are within Bluetooth connectivity, the watch will operate as your phone and allow sending and receiving phone calls. It will the same as the cellular watch.

No if you already have a cell phone. The watch connects to your cell phone.

The GPS version is linked to your phone & receives everything your phone does as long as it is nearby. If you plan to not have your phone nearby, like going jogging or working out, then you would need to buy the cellular version & add it to your phone plan. The cost is generally $10 a month on most carriers.

The cellular version allows you to make phone calls without having a mobile phone. You do have to buy a service plan. The gps version connects to your mobile phone that you already have. I wondered about this too. I already have an iPhone so I bought the GPS version.
