Because you can purchase and activate cell service with these carriers at Best Buy, they also offer purchase of the Apple Watch with them. If these options are chosen it normally offers it to you on their payment plans. I purchased my Apple Watch 40mm with Cellular directly from Best Buy. I then brought it to AT&T to activate as a "Bring Your Own Device".
