I would say yes. The iWatch, iPhone connection is bluetooth and WiFi, not cellular. You probably won't be able to transfer calls from one device to another on a different carrier, but if you are on the same IP network, maybe. I've left my phone at home and got calls on my watch at another location on a known network. That was a pleasant surprise, so maybe calls can be transferred. But the rest of the iWatch, iPhone functionality would be exactly the same.
