• Yes, never really felt the need to have a separate plan for the apple watch it integrates perfectly when connected with the phone.

• Yes, mine synced to my iPhone. The phone must be close by to answer it using the watch. I believe that if you have a cellular plan the watch can make or receive calls without the phone.
