The $79 Apple Care is for Apple Watch Series 4 and later. The $49 Apple Care is for Apple Watch Series 3 & earlier. Hey Bob,

I compared both items and saw no differences besides one saying AppleCare for Apple Watch and the other saying AppleCare for Watch. My best guess would be the more the expensive one would be for newer models but to be more accurate you can always go to the this link: https://mysupport.apple.com/add-coverage/producttypes and type in your serial number for your watch and see the provided plan that Apple themselves gives. Hope this helps!
