Why do players 1 and 4 have four buttons but, players 2 and 3 only have three buttons? null

There are 4 player with 4 buttons each.

They all have 4 buttons but 2 sets of them are arranged differently which is tough to compensate when accustomed to the other arrangement. That is the only reason why my daughter did better than me, incidentally, when I had the “bad controller”. But at least she let me use Colossus.

Sorry for the angry response.
The photo on the seller site is different than what you show.  The image on the site does not obscure any buttons to the point that they are missable.
Your image does show a start button and 4 action buttons for the two center players.  And the site image does show a start button and only 3 action buttons for the two center players.
Meaning the site has an incorrect image of the product.

They all have 4. Just from the advertisement photos it’s hard to see the player 1&4 start buttons.
