No. You can buy the camera separately and install it using your phone and a solid wifi connection. Comes with a 3 month trial of Arlo. After that, you would need to pay the $3 a month to use the services.

An Arlo SmartHub or base station is optional. You can connect your Arlo Essential Indoor Camera directly to your home router. This requires a high-speed 2.4GHz WiFi network. If you connect your Arlo Essential Indoor Camera to an Arlo SmartHub or base station, you can save video and audio recordings to a local USB or microSD device. ^RM
