It rotates and swivels. It works well. You have to make adjustments and then lock it. If tightened it won’t move. Lesson learned: when you set up camera and if you are on a ladder, take the phone with you to see how it will look on app to make sure you are capturing the area you want.

No. The Arlo pro doesn’t move nor does the mounting rod.

The base itself doesn't rotate as it is secured to wherever you put it, but the end of the mount (where the screw thread is located) swivels 360 degrees adding a lot flexibility to your placement options.
