You can pick it up in the store on day of release on Oct 27 unless your store has a midnight release in which you can pick it up at midnight.

Right now it is not, as it releases on 10/27. Being that it is a "Deluxe" edition of the game, there may be a few copies you might find on store shelves upon the release date, but generally these editions are reserved for pre-orders and very few make it to shelves just the same as the Gold editions ( steel book with Season pass).
