“Does either the 223 or 523 (both have the same Intel Graphics 500) support 4K video on an external monitor. I know Chromebox with does which also have Intel 500. Since they are close in price (I need external video at 4K). Thanks.”

Yes, both C223 and C523 uses the Intel Graphics 500 and it doesn't support 4K video output using an external monitor.
