Yes, I just did my taxes on TurboTax and it worked fine. You do have a downloads folder that you can save previous returns to or you can utilize your Google or MS storage.

You cannot download Turbo Tax to a Chromebook, but you can run the online (cloud) version of Turbo Tax on a Chromebook.
