• Yes, but don’t use the external if you aren’t play games on it, it will keep disconnecting and reconnecting the power to the ally, if you are actively using the external you will have no issues

• I can't speak for the Steam Deck, but it does allow the Ally to connect to an external drive and play games, yes.
