“Bought this for my son and noticed that the fans don't seem to run like i expected. The one on back randomly turns on and off and will often run for 2-3 sec shut off then turn on again and do the same thing over and over. Other one seems to surge speeds”

It is normal for the fan to spin at full-throttle on and off during POST, when powering on the PC. It will speed if the PC is under heavy load, meaning, when high system resources is being utilized like while gaming, during the initial WINDOWS setup and WINDOWS Update installation. Also, the fan noise will be louder while antivirus software or malware are running continuously in the background. When high system resource is being utilized it will generate heat and a thermal diode will sense this and will trigger the fan to spin in order to dissipate heat efficiently.
