It is normal for the fan to spin at full-throttle on and off during POST, when powering on the PC. It will speed if the PC is under heavy load, meaning, when high system resources is being utilized like while gaming, during the initial WINDOWS setup and WINDOWS Update installation. Also, the fan noise will be louder while antivirus software or malware are running continuously in the background. When high system resource is being utilized it will generate heat and a thermal diode will sense this and will trigger the fan to spin in order to dissipate heat efficiently.
