This is a router not a modem. this router will provide whatever speed your modem is capable of. Sounds like you need to update your modem.

I would hardwire to the modem and run a speed test and note your results. Connect to the VPN and rerun the test and note the results. Now repeat that same process (VPN on and off) both wired and wirelessly connected to the router. If the speed deterioration only occurs when you are connected to the router then upgrading to a newer router will likely provide the improvement you are seeking. If it is slow via VPN regardless of the method of connection then replacing the router will not provide any noticeable improvements. I will tell you that this Asus router has been great for me for what it is worth. Wish you the best in solving this issue.
