“In buying an open box and trying to set up the laptop in the Asus app and has been previously been already set up with someones account. Mainly in the idea of getting the screen bleed fix but cant set up the laptop.”

If the open box has a previous user already setup, please do a factory restore. Please following the instructions posted at: https://www.asus.com/support/FAQ/1013064/.
