“I just received my motherboard today. Unfortunately, when I looked at the box there was no sign of any seal or tape on either the box or the antistatic bag inside. This is supposed to be a new motherboard but it is not sealed in any way. Is this normal?”

Yes. That’s totally normal. The anti static bag will be folded by itself and sometimes with a little thing of tape.
