“I just upgraded to Gigabit internet from Xfinity. I bought a new modem but I was only getting 250MB. I plugged the PC directly into the modem and I was getting 946MB so I know it's my router (Asus N66U). Will this actually allow 1GB?”

Yes, this router supports gigabit, but before you rush out and buy this, be aware that it may not solve your problem. If you're on a wireless device, the adapter built into your device, as well as distance from the router, and which band you're using, are all just as important as the router you're using. You have to make sure you're on the 5Ghz band and support Wireless-AX (aka wifi 6) on your device to take full advantage of this routers capabilities. It's very rare to get a full gigabit on wireless and probably impossible to get with your current devices. It would take a 5 gigabit capable device to get a full gigabit on wireless. That being said, if you are using a wired device, which it sounds like you are, then any router/switch combo device that is 10/100/1000 capable will pass through gigabit.

If you have multiple clients in home, you'd have to divide the speed among those devices that are connected using WiFi or Ethernet. You can also prioritize which client receives more or less bandwidth with the Asus app. It also depends if you own a device that has higher bandwidth capabilities. Make sure you know what youre doing when changing packet sizes on your adapter. Most basic adapters need upgraded to get 1gbps. Wifi, good look, you will need a little bit of luck and prayer. Too many factors involved that can reduce your speeds when using wifi. You will have to plan your channel frequencies out carefully so they dont interfere with other local devices.
