So believe it or not its because of Windows 11, I recently had an issue where after an update Windows 11 completely failed on me for whatever reason so I decided to nuke the drive and install Windows 10 instead and it is a night and day difference, I believe this has to do with Windows 11 still essentially being a beta OS at this point. Although just because I have never trusted ANY laptop cooling I did go into the MyASUS settings and turn the fan on 100% of the time, its not loud even at full blast and I would rather have my laptop cool all the time. Also adjust your Windows power plan settings, you can tune it to run better.

It is normal for the fan to spin at full-throttle and generates more heat than normal while the laptop is under heavy load especially during, WINDOWS Update and antivirus scan. When system resource utilization is high, this will generate more heat than normal and tends to trigger the fan to spin at full-throttle. It does decreases or normalizes once utilization goes down. Please ensure the air ventilations are free from obstructions in order to have an efficient air flow for better heat dissipation.
